Below Stormy sure, but the general thought is that plasma separates Storm and Blizzard.

But with the shaman a blizzard effect has more of a theme, that was the thought behind why it was lower.

Plasma effects should overtake weather soon enough, especially vivid. As for the hat, not sure this could get above 5 but i guess there are relatively few of them about.
