Blizz is not as popular as most of the weather effects have dropped but blizz is a "fitting" effect when you think Vikings.. While this hat gets allot of press for the Soldier there are better hats such as the Stash, AA & Salty IMO. The Viking Hat is a clumsy hat that gets a much higher look because its one of the early hats for solly. I think you move 2.5-3 buds but a 4.5 bud hat? Sorry, no. Many better hats and many better effects for 4-5 buds.
