He only saw the selling part. People buying those buy them for one scrap. If you use that range, it's value is correct.

If people had the 3 class weapons for creating the token they want then obviously they would create it themselves. When they don't have the correct ingredients they can either trade for them (which could easily be 1 scrap each) or buy the token for 2 scrap, which is commonly the simplest and cheapest option under those circumstances. 2 scrap is a typical "retail" price for this item. 1-1.5 scrap is the "trade" price.
