No reason for this weapon to be worth 46 ref, when other gold strange weapons that have the same drop rate get around 25-38 ref.

Also as more are dropped this would be a suitable long term, and stable price, since the item is still rare enough to be worth 12 or 13 keys. Including the effort and resources (Mann and Surplus tickets) to acquire the item.
