Link 1 is a search on tf2op showing all the stormy conquistadors for sale. Sift through those, there are alleged 3-4 bud offers but none of them are actually shown there, so we can't be 100% sure those are legitimate. Link 2 is the price check, which is bouncy but seems to reacha consensus at around 3-3.5 buds.
