Pretty giant jump in price for a completely undesirable hat. Granted that Halloween is right around the corner, but 1 scrap is fine.

I agree with the other comments, "been awhile and only a few people have it" isn't really a good reason to jump the price from a scrap to a refined either.

Everyone used it for their crafting of a Saxton Hale.I wouldn't say a refined but it might some day be .22 ref if its around for awhile. Did you find any people trying to sell this hat for a refined? or... a reclaimed?
