How'd you come to that conclusion? I say it's fine as is.

not all dirty is half priced as the clean hats. some even less than 1/3 the value.

Just a few examples of people buying at 1 ref or higher for an uncraft. I tried for a few weeks to buy an uncraft version for .66 to no avail. It even took me around a week (on tf2outpost, tf2mm, steam trading forum, and trade games) to even get one at .88 ref. But the majority sell for .88 or even higher. Regardless if you think it's ugly, it's a fairly sought after all class hat, and people are getting pretty high prices for it. I think it's worth at least 1/2 clean value for these reasons.
