Technically, yes. When the items were first around, the flood of genuine buckets and dead cones had them treated strictly as craftables. People didn't care whether they were getting/selling a genuine or unique.
First on this site? Atomic Accolade and Pilotka already did that.
Anyway, there's no reason why genuines MUST be higher than regular. Oh, defnitely, when it comes to wanted hats. But when there's too many and no one wants them? Crafting fodder is crafting fodder and green text doesn't change that. Haven't done any looking into whether this is an appropriate suggestion, but if you're voting strictly because genuine MUST be higher than unique, I'm just here to say that's not always true, not on hats people just don't want that have genuines in high numbers.
