I believe that the price of vintage bills should be 1.8 buds because they are so difficult to sell for 2 buds.
I see, however I've actually been looking for one lately and no one on outpost would take my offers, they only accepted 2 buds.
Try posting a trade buying one, and someone will sell. Also, for high priced items you could also try SourceOP or trade servers.

People set their buyouts at 2 buds, I found people selling it for 1.6-1.7 ish.

2 of those links were people that were selling for keys or stuff worth 2 buds im afraid, nonetheless I see your point.
A B/O of 2 proves nothing, it's what you can and will sell these for that determines the price.
Those three links are all about 1.6-1.7 in buds and keys. That's what the price is based on, buds and keys. A buyout is a price people would instantly take, and setting a buyout to 1.9 or 2 means they're probably worth 1.7. It's the same way with unusuals, as no one expects to sell a hat at it's buyout price.

They might not have sold because spreadsheet doesn't have a value for them, and there isn't much demand for them besides for collectors. There's only 1400 of them, so having someone else accept them as currency / rate of exchange is presumably difficult if they never knew they existed in the first place
