Overstocked at 4.3 keys. That said, warehouse prices are always slightly below normal prices, so 4.3 keys may be correct. Outpost isn't much help either as over 400 of these were posted or bumped in the last 9 hours, possibly with cheaper ones pushed out of sight by the premium user trades and bump spammers. The oldest listings still viewable have top offers of 4 keys.
On the wishlist side, the bulk are people want to buy at 3-3.5 keys. Standard fare for Outpost. So, here's my evidence of trades offering 4 keys.
One guy offering 4.5 keys. According to one comment he's been MIA for a couple weeks now. So it seems he's unresponsive on the trading front, but you can see how he's swarmed with people wanting to sell Fast Learners.

People just straight buying at 4 keys. All have a trader that have posted saying they'll sell at 4 keys, but either they're looking to buy multiples or haven't been around to purchase from them as they seem to be still looking:

Personally speaking? I'm leaning towards yes. There are multiple people seemingly wanting to buy at 4 keys yet, which is normally a sign it's low, but most are grabbing interest from traders very willing to sell at that price. What I've seen seems to indicate it's a fairly fluid buying/selling point.
I suggested the last price drop and was actually thinking of dropping it to 4 keys even, but a couple days ago 4 keys and a rec seemed to be the middle ground.
The problem is tf2spreadsheet still says 5-6 keys which is hardly happening, it's not a fluid price. There's a giant stagnant amount of these on tf2op from traders thinking if they wait long enough someone will buy it. Problem is there's very little demand that meets those prices.
