Please enlighten me as to how 21 keys is different from 21 keys.

20-21 makes it 20.5, 21 makes it 21.

20-21 is a price range, meaning you can get it anywhere from 20 to 21 keys, it does not mean that the current price is 20.5

That's not the way the site calculates it for backpack values. Anyway, I'm downvoting because the last suggestion just got accepted 3 hours ago, and I don't see sufficient evidence that this has risen at all in 3 hours.

Oh so we are doing this to bump backpack values of those who own them by half a key, cool, that changes my vote.
