The "buying for" posts are 99% of the time lowballs, that do not determine the market price. If the "selling for" posts are selling for that price, then that is nearer to the item's actual value.

Odd this would go down. You can't craft it, buy it at the Mann Co Store, or have it dropped. You could only get it via pre-sale of Portal 2

I don't see any below 3 Keys or 7.66 Ref.. I sold mine for 2 Keys + 2 Ref, and that's still a good deal.

I bought a TS coloured potato hat for around 8.5 ref a week ago, so an unpainted one would likely be under 3 keys. Most sellers I've seen ask for 3 keys, but most buyers are looking to spend around 6-7 ref. Voted yes.
