but with halloween coming up, you can ALSO just play the game, get one of last year's gifts from eyeaduct, and then find one yourself. and with whatever everyone else is doing, you just may be able to find them easier then it was last year. less people will be hunting for those and more will be after the brand new stuff

I'm not sure that's true. Do you have any proof that getting the old items will be a possibility? I know the maps will be playable but the non achievement items, I'm not so sure those will be available.

I don't think 2011 h'ween items will be re-released. A new bunch of h'ween items will probably come out, but maybe some people will prefer last year's costumes.

the items are marked as 2011 items and this alone say that they will go up over time. i dont see them being put out again and if they are they will have a new date.
