As you can see, some are buying any of the masks for 2 scraps. This might be the norm soon. But not yet.

Makes sense, Halloween is coming up and people either want to craft their own Saxton Hale paper masks for the achievement or just want to complete their collection. The price will go down after the event at its usual 0.11 ref.
