If it was hard to sell for 3, then why is the min still 3?

well just to be cautious

Fair price change, don't want to crash it too hard. Half bud increment changes work well for mid-low tiers.

There's a couple of buyouts at 3 so I think it warrants a more significant drop still, but this is still more accurate than prior price.
