If the buyouts are at 20 and no one is biting, shouldn't that mean that the price should be set at more of a 17-23 mark?

http://www.tf2outpost.com/trade/5586503 here is another trade with buyout between 22-24 keys... I think for now 17 keys is very low for this hat , in future maybe.
