The first link had one sold for 21 keys. The second link has one that is not shaded out, but the offer of 20 keys was taken up and the item was sold. The third link backs up the 20 key base price for the item. The final trade is my trade, but I am already being offered items totaling up to at least 20 keys.
I am not making this suggestion because of the instances in the past where the trader said Christmas was coming and there was no proof. I am making the suggestion because the item is being sold slightly higher than the site has posted.
The first link somehow cannot load on my end, so I am putting it in the comments right now to make sure that others can see it: http://www.tf2outpost.com/trade/5173238
UPDATE: My trade (the fourth one) is a confirmed sale, and was bought for an equivalent of 21 keys. Here is the trade in question, to validate: http://www.tf2outpost.com/trade/5982800
And yet I found recent trades like this:
http://www.tf2outpost.com/trade/5860227 (sold for 18.5 keys?)
http://www.tf2outpost.com/trade/5944711 (sold for 17.5 keys?)
http://www.tf2outpost.com/trade/5888296 (sold for 17 keys?)
http://www.tf2outpost.com/trade/5844722 (18 key offer)
http://www.tf2outpost.com/trade/6020155 (selling for 20 keys with 3 strange parts)
http://www.tf2outpost.com/trade/5895114 (20 key seller, 3 day old trade)
I couldn't find enough evidence to support that this strange festive should be 20-21 keys when people have sold for less than 19 keys.
I traded the item myself, hand slapper, and the total value of the items i got in the trade amounted to 21 keys. The fact that I was able to trade it for the high mark of my suggestion may be an indicator of it rising in price. The fact that the first trade that i had as a link has one sold for 21 keys supports this thesis.
I made the price suggestion because several trades were being made on outpost with this item, and they are being sold at the price suggested by the post. The spreadsheet has this item at 1 bud, and the item is slowly but surely headed into buds territory. The last update was made 4 weeks ago, and from what I saw from the transactions posted, it was due for a change.
These things are honestly all over the place right now.
Some people are getting offers of BMOCs (provided they add 5 keys):

Some people (greedy people) are substituting them for buds as if it were Christmas already:
http://www.tf2outpost.com/trade/5977990 (CTFD ITS ONLY NOVEMBER)
And lots of people are getting offers around 20 keys:
http://www.tf2outpost.com/trade/5192006 (just one example).
The strange Festives are due for a price rise in the leadup to Christmas, but it may come earlier than anticipated due to excited and greedy buggers selling theirs for high prices before the leadups, or just putting a high price up and waiting until the items hit it. In any case, its gonna be difficult to find them for less than 20 keys, and its an upvote from me until someone presents me a load of proof. < As in, more on top of Hand Slapper's proof.
I got an offer of a Planets Gonzila, I'm a lucky man. But I've seen many of these going for varied prices, the average being 24 keys, so I think this is fair and not even high enough.
