I had a bubbling one of these and it was impossible to sell for more than 20 keys.

HWAH is a bad hat and P. Fetti is a bad effect. I'd even go as far as to lower the price to 15-19 keys.

The first thing he did was try to raise the price after he was linked here...

I disagree...though honestly most of these votes don't make sense half the time anymore. I've been offered over a bud every time I've put my orbiting rack up yet it's down to 20-25 keys and they've dropped 3 keys in the last 3 weeks.
