agreeing with edy here, stormy is one of the least desired new effects and the dixie itself is not even that desired. Ive seen the cloudy moon being sold for 7 pure by a friend so this gets a downvote from me.

7-7.5 buds is just too high

just too high mate, I have the 13th hour whoopee cap (same hat tier) and I've only got offers of 3-4 buds. This is a tad unreasonable
