The increase seems trivial. The mann co. package is just a forced drop and 90% of the time, it's a weapon. Only 3 people were willing to pay 1 ref and the rest sell just fine at .66. Downvote.
The value of the items obtained from the mann co package is irrelevant. What matters is that people are willing to pay for this item at this price range.
Also There are much more than 3 people paying 1 Ref

Let alone all the people selling for .66 without a problem. The amount of .66 sellers are outweighing the 1 ref sellers including the ones who can't sell it for a ref.
I disagree with your statement. People selling at 0.66 are not having a much easier time selling.

The Mann. Co Store package is just not a very popular item overall. It does not sell better at 0.66 than at 1. You can't use the poor sells of this item as justification for its price range. Like i said, a range of 0.66 - 1 would be appropriate
EDIT: Removed Duplicate Link
It is taking into account people who buy and resell for cheap profit. The people who did sell it for 1 ref are extremely lucky. If there are tons of sellers for .66, the buyers obviously didn't look elsewhere to buy their package. The guy with the ballcap could have gotten 3 packages anywhere else. The others paying craft hats could have gotten 2 packages from a .66 seller.
Well I have justification whilst you don't have proof for "luck"
Uhh. I'm not trying to prove luck. I'm just trying to get you to understand why they sold for 1 ref on occasion (due to people going for the fastest buy possible) and why the fluctuation shouldn't be increased because of it happening on occasion. You prove a hell of a point, the issue is that the 1 ref sellers are having quite a rough time.
Also, you linked the same trade twice. So only 2 people are having trouble selling for .66 compared to the 8 I linked unable to sell for 1 ref.

0.66 - 5/8 = %62.5
1.00 - 7/14 = %50.0
I may have missed some links, but I would say the sold ratio is pretty close. Anyways, this is besides the point. It is simply not coincidence that 7 of these packages have been sold at 1 Refined. The price range 0.66 - 1 Ref makes sense.
You're using 2 different denominators. That wields 2 different ratios. The number sold to the amount open, but it doesn't show the sales in relation.
Also, you missed...

For unsold at 1 ref.
%62.5 of packages priced at 0.66 refined are being sold and %50.0 of packages priced at 1 refined are being sold. They both sell around the same ratio.
I used ratios to prove that the number being sold is irrelevant, only the ratio matters. You can have 5 unsold and 5 sold for an item, 100 sold and 1000 unsold for another item. You can't determine that the second item sells better because of the greater quantity being sold. It could be because there is more supply. A ratio is not perfect, but is a much more reliable factor. Anyways, this is besides the point. It was only just mentioned for the sake of argument.
Like I previously stated many times, what matters is that this items is being sold consistently at a range of 0.66 - 1.

People do pay 1 ref for them. But the fact that many sell for less with not much luck is making me doubt.
Although, all your links show that the range is needed.
