kinda terrible hat imo, with a decent effect.

we shouldn't price a hat based on similar effects, but rather on actual sales. there's only one trader on outpost that has this for sale, and he doesn't have any offers on it... I think it's too early to determine a price

Agreed. Tier comparisons can make good supporting evidence when combined with solid offers or, better yet, a sale, but on its own it's essentially speculation.
