It's pretty obvious that no one would ever sell this hat for 1.8 buds though, this price range puts it on par with tf2 logo, orb fire, smoking and planets, vivid plazma is above all of those effects by a fair margin. it's also above blizz and maybe stormy which it currently isn't here. Using quicksells and lowballers isn't how we gauge prices here.

Wondering why you would put 1.8 in the range tbh when it puts it in the same range as low tier effects, it would never sell that low, the last owner had an offer of 3 pure a week ago, I checked the outpost history.
