I would be cautious when you say it's a limited effect, because it almost certainly isn't. The 2011 Halloween effects were rereleased this year and it seems reasonable to infer that the 2012 Halloween effects will be available next Halloween as well. It isn't limited as much as it has a 2 week period of unboxing every year. 2 weeks, which if this Halloween was any indication, in which everyone and their mother is unboxing like mad.

if you think you can unbox this effect outside of the halloween window, good on you. if not, i'd call it limited. the fact that next halloween will bring a shake up to the number of items with limited effects doesn't change what the current state is. i've had multiple moon hats for the past year since the previous halloween event ended, and am happy to leverage that experience and knowledge here.
