I dont think any unusual should get degraded below 16 keys and Ive seen worse hats sell for more.

heh, I was actually just about to make this same suggestion :p I bought the one for 14 keys, the guy gave it to me at this price cause I was buying it along with another hat. Not to mention the other trade has an offer worth around 18 keys.

Yea, I understand, but on backpack.tf you need fresh proof or else people won't agree and all those were recent offers. Also many offers are done behind doors (they don't post and add directly) so this could go over 16 keys pretty easily.
