Only if you buy from Valve. There is a huge grey market for keys. stats.tf lists almost 350,000 keys outstanding (http://stats.tf/cat/tools), in addition to 23,450 stocking stuffers that the poors of the Mannconomy own to satisfy their keying needs. If one were to offer $2 per key via PayPal/etc., one would be drowning in offers.
Plus, even if you did buy from Valve, it's only $4.98 :)
The funny thing is, if you buy this, you are premium. So just people buy it (with items/metal) that can't buy something from the store (and profit makers...).

As the name suggest, its a gift to f2p people. I believe it would be primarely use to shark crate 30/40 but we'll see.
Well i saw some Traders around here and OP which said that they have no Premium.
I think you can start Trading yourself to the Top with just a single Tradeable Item someone donates you, but i guess sometimes even these traders want to become Premium.
But yeah i support your theory of sharking ._.
Yeah but look at backpack expanders, they are worth 5$ but worth 3 keys.
