i disagree, yes is Ugly, but rare.

Might be rare, but that's not how the site works. If people are paying 1 key for it, then thats what is put on this site. Although as someone else said before, it needs a range of 1-2 keys.

It will never go to one refined, because it can always be used as a craft hat, and the standard price for craft hats is 1.33 refined metal.

Made it a range, because there are still many for sale at 2 keys, but definitely able to find some at 1 key, I found at least 3 quite easily.
