There are 52 of these with this effect. Just a huge number. Links above all float around a bud or a bud and bills and no takers even then. The hat is awful and only caught fire when it was thought it would go all class. I put the price at a bud flat with a small +/- leaving room for negotiating.
I don't see where you are getting your prices from.
Lowest price you show is a bud + bills which is 1.3 buds. All the others have buyouts of 2 buds.
I could see 1.1-1.5 possibly.
None of those links support you in any way.
1 is quickselling for 1 bud +1 bill
1 has a buyout of 1 bud +1 bill
2 have a buyout of 2 buds
and 1 doesnt have a price at all.
How do you figure.

2 with a BO of 2 buds and no bites. BO's don't mean anything if it can be sold for near that amount.

I agree, the price needs to be updated, but not that much. it should be change to 1.2-1.4~ if anything.
How could I list that as the spread with the proof provided? I would be listing higher than offers.

Declining an offer doesn't mean anything. The hat was offered a bud. Not a bud and bill. The suggested change puts the pricing at a bud flat with a few keys either way. Undesirable hat with a weather effect and there are over 50 of them. If I wanted the hat I can bet I would get one under a bud.

No idea. Ask the players that paid out the ass for the birdcage when that was the rage. Or in a few weeks talk to the buyers of the wraith wrap and slight juju becse they thought they would only be halloween issued hat styles. Hats take dives all the time. Even the TC takes a back seat to the KE most times. Here this hat came out during the deus ex promo making it popular and wanted. Also the all class rumor helped it. Not now so previous pricing doesn't mean jack if its now out of favor and unwanted. Most probably paid high for this hat and effect. Times change as seen with the linked offers.
Also, I normally don't reach for pricing changes but this one stood out. It is way off and caught me by surprise. The whole hat pricing for any moves under a half bud make me sick. I ask why even move for such a small change. Moving a key hat by two keys based on some recent trades??????lulz.....2 keys

Blizzard's popularity will only go up with winter.
Who says that? Its almost december already and these hats are getting bud offers. So if I live in seattle I should pay out the ass for stormy storm? Winter time drives up blizz effect. Lulz...who comes up with this. And worse...if you pay premium because its winter time u deserve to get hosed.
People affiliate Christmas with winter-and everyone likes Christmas. You are right in that it is still November.

As shown in your proof, I was offered a Bubbling Salty Dog, which is of the same value. I don't see why you make such a dramatic price change.
You were offered a tentative Salty Dog and who is to say the Salty isn't off in price as well? Other than the 1:1 unusual offer there are no pure offers of 1.33 that I have seen.
Check the market price of the Salty Dog, pretty much the same as the Backpack.tf price. So no, this is too low for some change like that.
Seems fair, I will accept it and leave it up to someone else to raise it to 1-1.3 if the need arises.
