I think that these are dropping, and here’s why. Outpost is full of trades selling at 5, but the demand is not that high. Below are the links that are unsold for 5 keys:

These trades show that it is possible to buy for 4 keys, and also 5 keys, and everything in between, thus the need for a range.

And before I get the ‘quicksellers gonna quicksell’ argument, I think that I can safely say that this is not a quick sell/buy price. After having looked through outpost, there are people who will offer 3 keys, or items worth that amount. They are turned down, but it shows that this is not the lowest that people want to buy at.

I think 4-5 keys is a balanced reflection of what the market is doing right now. If anyone downvotes, I’d like them to leave a comment showing why they downvoted, so I can work with them to solve the issue that they have.
