I do not count any random offers in the c/o if there's no proof .

I also don't count bundles , like all hitman uncrafts for a certain ammount .

I specifically looked for 70s Chapeau offers only .

Seems like really cool proof you've got. I looked at all those offers.

One guy had "not taking less than 9 keys" written on his trade, which supports your lower range, and another had offers- like you said- of bill's + keys equal to about 10-11.

Trade number 1 is me and the chapeau i bought, i bought for the bills and ebenezer. i just bought a bills later that day. that how i still have a bills.

Range is very accurate. I will admit that i probably accepted the constable VERY prematurely. I dont thing it is 11-13 anymore
