I would let it sit for now, moon effects are still adjusting a little bit from the Halloween update. I would say the current price range is good. It's not an awful suggestion but I don't think it's necessary. These people are sitting on them for a while and getting offers toward the top of the current price range, which seems to be pretty accurate.

Having the low range there is just plain wrong. No one would let this go for 10 Buds unless quickselling.

I know how you feel, I have 2-3 bud margins on 2 of my moon hats but I have not seen a pure 13 bud offer to warrant the price going to 13 pure on the tossle. Unusual offers of 15 or so or more on the hats shown would indeed warrant that increase but I just don't see it. I'm not trying to be offensive but an unusual offer is not the same as a bud offer unless it's an established hat (such as a beams samureye for instance).

The 12 Buds offer wasn't taken and a guy claims to have had 13 Buds offers, so I set it based on that.

I see what you're saying but many sellers claim offers that don't exist, until a trade is completed it's all just talk. I didn't vote either way yet, I'd like to hear other opinions on it though from others in here too.
