Additional analysis:
- Of the three Burning Festivizers currently on the market, one has been up for at least a month, with another up for two months. The third has been part of multiple trade attempts, including "set" deals and trades with other unusuals for a better one. All of them have gathered legitimate offers below the old price range.
- In one of the more recent trades (the set deal), the entire set has gotten offers of just over 3 buds, which could potentially mean the hat is worth less than the price set in this suggestion.
- Almost all of the offers greater than 3 pure buds were in unusuals, not in pure. In terms of pure, the hat would be worth more like 2.5 to 3.1. With determination, it could be possible to reach up to 3.5 by selling the offered unusuals.
I'm gonna down vote b/c 2.5 is to low. Ppl have offered 3+ that were refused. Engie hats are hard to sell. G energy ones can get 2 so burning should be more than .5 buds higher.

People did offer 3 buds on that trade. However, that trade was a set deal, and that 3-bud offer was one of the highest ones between the three burning festivizers on the market. There have been plenty of offers in the other trades worth as little as 2.5 buds. This is simply what the evidence shows.
I also understand that Engineer hats, the Festivizer in particular, are hard sells and that every trade has lowballs. If it was one trade or a handful of offers, it could be chalked up to a bad trader. However, with three of these on the market for a month or more, and dozens of offers made on them, it would be difficult to say that a price decrease has not taken place.
The 2.5 offers were just that though right? Offers? Any proof of actual sales at that price? Sales or balances between offers and sale price is what should set prices. I'll give you $0.85 for your dollar :P
Low tier hats all get crap offers b/c ppl say "well i want burning, but i can't get a good one so I'll go try to buy a bad one for cheap". But the Sellers like the effect more than the hat do they won't take less. So this is low tier and engie, that equals tough sell, but cmon, burning for 2.5? It's not a great hat but there are many worse engie hats imo.
