Indeed. I believe your suggestion is the most accurate since keys fly off the walls when you sell for 3 ref or even 3.11 ref as I learned today.
Price appears to have stabilized around 3 ref:

wow dude, you cannot base price keys on outpost, when keys here easy to find at 2.55 in any trade server even at 2.44 sometimes, outpost key resellers here selling it for 2.66, outpost will always be 1-2 scraps over the real price.
