Seems like these winter crates drops more rarely than any other limited time crates.

I sort of understand why they're expensive, not to mention the high and long term value of festive weapons.

This is the most accurate range imo. Bought for 0.66 and Sold several today for 1 ref or 3 crates for 1 key.
