3) Plenty of offers below what the OP wants, probably valuing the hat from sources like this site. Interesting to note that 2 and 1.7 offers were found 2 and 1 month ago, respectively, but such pure promo offers are nowhere to be found anymore.

4 & 5) More lowballs while the OP's b/o is disregarded, while the trade in general gets little attention.

It's hard to pin an exact price on the hat since there seem to have been no legitimate offers on the open trades, mainly because the hat is in such large supply and low demand. I track one of the sold hats to show that it is consistently exchanged for around this amount:
