There is only one currently on the market, and it has no buyout. From this unusual’s history it can be seen that was only traded once between ombers and TimeofDeath with ombers having current possession of it.

ombers did not offer on any of TimeOfDeath’s trades, but I was able to trace three level 1 max’s severed heads back to ombers that were most likely traded to TimeOfDeath for the unusual Hound Dog.

These max’s heads were most likely the ones that were “found” after the time the promotion ended for the max game. Meaning these were most likely max’s heads that had not been claimed, but somebody had figured out the codes for and claimed. The reason why they are all level 1 is because the levels were not standardized for max’s during the promotional time, but were done for other promos afterwards. When the codes for max’s heads were figured out; there were already a standard level for max’s head at that time thus there are more level 1 max’s heads than any other level. (I got this from reading some of base64’s notes.)

Conclusion While it may have been bought for 3 max’s heads and some possible sweets it is possible that these max’s heads were bought for less due to their origins. Also most people are not willing to pay 2 buds for a level 1 max’s head. With that said, backpack.tf still treats them as 2 buds and that is why I have put the range as so.
