That's because it did fall. I bought both of mine for under 13 keys, but I just sold one for 15 keys + 1 refined because I wanted to buy a Strange Festive Stickybomb Launcher for 22 keys. (It has Strange Parts: Gib kills, Domination kills, and Buildings destroyed)

Took me a good three days to find one, paid a s. nade w/ airborne, gib and posthumous parts + 10 keys. Anything that was below 15 keys was gone before I could talk to the seller.

Sold one for 15 keys, within 30 seconds of bumping someone added me. It had only been bumped once before that. It's apparently very easy to sell at 15, makes me think it can go higher. Upvote :)
