The previous price is outdated, and it has stayed the same. This is called "price bumping".
why does this concept even exist
There's a reason that they give the warning sign on old suggestions, and a reason why they need to be bumped. Old suggestions are seen as inaccurate, as it can change over time (of course). So then people need to go through the old prices and confirm if they have stayed the same or not and make a new suggestion. This makes the set prices appear more trustworthy, as a day old set price is much more accurate than a 4 month old set price.

Outdated suggests that the price has become wrong through time, something that is still accurate or still works through time is not considered outdated.
