you cant change the price of a hat just because of 1 offer, if the guy with the unusual takes the offer then no one else would offer this much making it go back down
You are both right and wrong.
No, you can base the price off of 1 hat for unusuals since unusuals are rare so it may be all that is available for reference so you use the lowest acceptable offer for the floor and the highest accepted or offered value for the ceiling.
Yes, you are right about this trade that is linked not actually being done yet. The owner has not accepted the 1.3 buds and has turned down all other offers so far. Have to wait for the trade to finish before a real price can be set.
That said, I think there's a good chance of this price flying hence my comment below (I haven't voted yet though, for the reasons said in this post).
opps i misspelled, i meant that if there is only 1 offer that causes the change of an item's price, then the price should go back down because no one else is offering that much

it`s funny sometimes, ppl making suggestions without proof and don`t even comment anything, but it emerges that the suggestion was not bad.
