There's only one on the market currently. I tracked some of the others of this hat around, and most other activity happened a very long time ago... here's what I could find

http://www.tf2outpost.com/trade/7321530 - currently only one on market, BO is a buds minus three keys (so 23 keys)

~rejected offer of g.fetti mirror, valued around 16-20 here

http://www.tf2outpost.com/trade/3737577 - sold for 25 keys, but it was 4 months ago

http://www.tf2outpost.com/trade/4077806 - sold with some stuff for s.f.minigun 4 months ago, which at the time was 20-22 keys

Thus, based on the evidence, I believe that a price refresh is in place. There's no evidence to change the low range (because slight overpay in items) or to move the high range (overpay on the s.f.huntsman). The only active trade has a BO of a buds minus three keys, which is pretty close to the high price anyway.
