All mann co. store purchases are in clean quality. The Hitman pack rolled in a little bit before that update. There are not a lot of them, and they have been deemed "collector's items" by collectors. That's why they sold for that price.
If you think that they are worth 1-1.33 refined then how did this suggestion get passed? People would have downvoted it to hell. You, sir, have just proved yourself wrong.
