Our seller still has not sold his hat, I expect he will wait or the price to rise even more with the hat being discontinued and all, but for now, this price absolutely needs a big bump up.

That's true, but the price on this spreadsheet is even older and the seller isn't showing any interest in selling for less than those offers. The guy who offered 1 bud + 15 keys was more recent, and the seller said he wanted the bud and about a bud in keys. I apologize that it isn't the best proof in the world, but like I said, there is only one on the market atm.

I'm not going to downvote you, I'm just going to remain neutral. Just because he asked for that, does not mean he will get it.

EDIT: His other post has a recent offer of a N&B Veil which is listed at 2.3, so accounting for overpay, this may be a good suggestion http://www.tf2outpost.com/trade/5501587

In the same guys own thread though selling his Veil, someone offered their Planets Stash and he never got back to them.
