well the story of crates,

Many peoples trying to unbox an unusual not really they want the paints which in this crate

In the past it was good crate to use for unbox , even if no unusual still they can sell the paints and get back them keys, this why they was paying extra for it.

Now paints get down in value and no many buyers for paints , so the buyers of crates don't need it anymore , specially while the keys still up...up .. :3

its been better to buy unusual with 50-75 keys instead of spending 100 keys on crates

same issue of crates #1,2,4,13,14

hope this will be helpful reason why the crates are not important at the moment.
