Don't care about "willing to do this" crap as he still didn't buy it.

Look in the offers. 2 offers of 2 keys, an offer of a lvl 69 TC, and one of a BP expander. People OFFERING that. How the hell is that not indicating a price raise? Also, intent to buy still shows that people would pay 2 keys for it. They most likely found it somewhere else from a person who closed their trade.

no1 bought it, but they are willing to pay 2 keys for it since you can see people offering 2 keys. Now if you don't care about "willing to do this" then that's you, but other people consider that.
