I had it up for 1.5 for the longest bloody time, but there was just zero interest in it. And keep in mind I had it advertised on Outpost, Trade Post, SourceOP, Bazaar, r/tf2trade, AND tf2unusual.com for all this time. Nada.
I think this new price range will more accurately reflect what it can actually sell for.
If anyone can find some counter-evidence, I'd be happy to discuss.
EDIT: In case anyone's anal about only citing Outpost, here's a trade on Bazaar where it's up for sale for 49 keys, but no takers after 3 weeks.

yea idk why the effect on this hat is so cancerous
The problem is Planets is one of the "new" effects, which tend to get unboxed more frequently than the "old" effects. Since the effect is so common, the price goes down.
Planets is a very hit-or-miss effect as well.
Only proof I have is mine : http://i.imgur.com/r413zdk.png
OK, well that's why I kept the high end at 1.5 buds.
Here, you were right, UP +
