That reseller is clearly trying to bump the price, I bought hats from the guy he got that one from, and i'd assume he paid this amount http://www.tf2outpost.com/trade/7983166 or less. So it's not the only evidence, but from the trade you showed people are willing to pay more when you start flinging the word "rare" around lol. Upvoting.

There shouldn't be a price change until you sell it. I mean its not like you have actually sold it. So it should remain until you have sold it and then set it at the selling price

Mongolian is still avaible from shop/drop/craft, so it price is still 0,33 for NC.
