Fair enough, there is no evidfence but why would he just put on offer there randomly? Never seen it happen before anyway :/
I've seen it happen, as well as people having friends place fake offers to drive prices up. This things are all part of the shady side of trades.
This is setting a new range entirely off a single offer, and one that we're taking the trader's word for at that. Went through all the trade on outpost, the next best offer is under the suggested range.
I'll let another admin give their thoughts here, but I'm thinking there's just not enough backing this rather sizeable price increase.
I think that this is too large a price change based off one invisible offer, to be honest. I'm neutral, but I doubt this will pass, because you're raising the price by 50% off one offer that may or may not have occurred.

As stated by other people, there is no proof of the Stormy Storm Marauder. We cannot assume he is telling the truth.
I'm not seeing offers in the 1.2-1.6 range. One guy was willing to accept a B.M.O.C.+Crate 40+a couple of keys. That's not even a bud. Other than that, there are multiple 1-1 bud+sweets offers, but that's 1.3 max.
