Several of these have sold recently for 23 keys, there are a lot of offers around 20 keys. I don't see these going for 28 keys anytime soon, but the 23 key ones sold quickly, so I'll be generous and give it an extra key on the range, making it 20 - 24 keys.

Conclusion: These aren't being sold for 28 keys. 20 keys is a common offer, and they sell for 23. To be on the safe side, I'm giving it an extra key on the top end, just to account for the fact that they sold quickly. I'm generous with my unusual pricing, I like to stay away from big drops at once.
