The search itself for this unusual. Quite a few out there. Offers barely get near four, and it is highly unlikely you'd be able to break the four mark any more.
by your rule this guy is selling for 3.6 buds... so then why a high price of 4?
Also this guy http://www.tf2outpost.com/trade/8109542 has a 3.7 B/O. I have a similar question - Why your high-end is 4?
First one got an offer matching the buyout within a week (possibly missed given it was 2 days ago), second has been up for only a day. I think it's safe to leave them as low-mid range. If they stick around for weeks unsold, then we can start placing them at top of the range.

Because it was the only one I saw, didn't see the other and sometimes that is the exception. Seeing the other link though, I'm gonna repost this.
-Edit- Ah yes, Vincent makes a better point than me. Again, these are cheaper, but one is soon and one may sell, at which point I expect the market to return to 4.5 B/Os, though none are really selling for that.
I like people who play it safe. I also like people who make golden rules.
