The first link has an offer of 30 keys hidden towards the bottom of the page for 30 keys pure, or 1.1 buds. The second has an offer for a steaming liquidator's lid, priced at 25-35 keys, with the high price being around 35 keys or 1.3 buds.

This hat was updated 3 months ago, and both offers are above the hat's current price, so a price change was necessary.

I'd like to point out that this trade closed three months ago for around 23-24 keys.

Yeah... but the trades and offers I pointed out are from at least 2 weeks ago, when the hat retirement was announced. Therefore, a change in price is necessary.
