I had one for about 3 weeks and couldn't even sell it at 2 ref

you were probably just unlucky, I got one off scrap.tf a few days ago and traded it for a fancy dress uniform

I had it listed on Backpack's classifieds, I may have used outpost, I went on multiple servers and said I was selling it, only 2 people even bothered to ask how much.
